PERMISSION HAS BEEN REQUESTED FOR DISTRIBUTION OF THIS DOCUMENT NATIONAL INTERAGENCY COORDINATION CENTER INCIDENT MANAGEMENT SITUATION REPORT WEDNESDAY, AUGUST 30, 2000 - 0530 MDT NATIONAL PREPAREDNESS LEVEL V CURRENT SITUATION: A total of nine new large fires were reported, five in the Southern Area, two in Northern Rockies, and one each in the Rocky Mountain and Southwest Areas. Crews reached containment goals on seven large fires in the Northern Rockies, Southern, Northwest and Northern California Areas. Initial attack activity was light to moderate in most areas. An approaching trough, which is predicted to bring showers and cooler temperatures to the northwest and northern Rockies, will assist crews in making progress toward containment goals on the large fires. Very high to extreme fire indices have been reported in all western states and in North Dakota, Texas, Kansas, Arkansas and Oklahoma. The training cadre and military crew advisors are traveling to Camp Lejeune, NC today to begin training the 3rd Battalion 2nd Marines. This Marine battalion, commanded by Lt. Col. Smith, will be deployed to the Clear Creek fire in Idaho. NORTHERN ROCKIES AREA LARGE FIRES: An Area Command Team (Edrington) is assigned to manage the large fires in the Hamilton area. An Area Command Team (Mann) is assigned to manage the large fires in southwest Montana. An Area Command Team (Meuchel) is assigned to manage the large fires in central Montana. An Area Command Team (Gale) is assigned to manage the large fires in northwest Montana. Priorities are being established by the Northern Rockies Multi-Agency Coordinating Group based on information submitted via Wildfire Situation Analysis reports and Incident Status Summary (ICS-209) forms. WILLIE, Custer National Forest. A Type I Incident Management Team (Frye) is assigned. This fire is five miles southwest of Red Lodge, MT. Active burning has been observed in grass and sagebrush at lower elevations with moderate spread. Isolated torching is occurring on the southwest aspect. State Highway 212 has been closed south of Red Lodge. Structure protection has been initiated at more than 150 residences and 15 commercial businesses. VALLEY COMPLEX, Bitterroot National Forest. A Type I Incident Management Team (Stutler) is assigned. The Army's 3rd Battalion 327th Infantry from Ft. Campbell, KY, commanded by LTC Lehr, is assigned. These fires are seven miles south of Darby, MT. The complex consists of the Bear, Taylor, Taylor Spot, Hilltop, Razor, Fat and Mink fires. Fire activity has increased on most of the fires due to decreased humidities and poor humidity recovery. Visibility has been moderate to poor and is hindering aerial support and reconnaissance. SKALKAHO COMPLEX, Bitterroot National Forest. A Type I Incident Management Team (Myers) is assigned. This group of fires is ten miles southeast of Hamilton, MT. Included in the complex are the Bear, Coyote and Skalkaho Falls fires. The fire remains active with intermittent flare-ups and torching in the area south of Skalkaho Road. Some activity has also been reported on the west side of the Coyote fire. Short crown runs to the ridgetop have been observed. The priority remains structure protection. BLODGETT TRAILHEAD, Bitterroot National Forest. A Type II Incident Management Team (Hendricks) is assigned. This fire is three miles northwest of Hamilton, MT. Fire activity has again been light, with smoldering and creeping through unburned fuels with little open flame observed. A helicopter crew checked the protective covering and treated fuels near the historic cabin at Hauf Lake. Pumping operations, supported by helicopters, are working to keep the fire out of the Sheafman Creek and Canyon Creek drainages. WILDERNESS COMPLEX, Bitterroot National Forest. A Type II Incident Management Team (Cook) is assigned. The complex consists of 15 fires in the Selway-Bitterroot and Frank Church River of No Return Wildernesses, 40 miles southwest of Hamilton, MT. Large fires in the complex include the Hamilton, Lonely, Fitz, Thirty, Echo and Throng fires. Two smaller fires in the complex have been contained. The Throng fire appears to have burned into the Lonely fire. Helicopter bucket drops are being done to slow fire spread near the Magruder Ranger Station. THOMPSON FLAT COMPLEX, Lolo National Forest. A Type I Incident Management Team (Studebaker) is assigned. This is a complex of six fires in the vicinity of Superior, MT. A burnout operation along the northeast portion of the Flat Creek fire is continuing, but progress has been slowed due to increasing winds. Crews and dozers are working on the north and west sides of the Landowner fire and burnout operations have been initiated on the east flank. UPPER NINEMILE COMPLEX, Lolo National Forest. A Type I Incident Management Team (Bateman) is assigned. The Army's 20th Engineers Battalion from Ft. Hood, Texas, commanded by LTC Shumway, is assigned. These fires are burning 25 miles northwest of Missoula, MT. Firelines have held on the Ninemile and Alpine fires and mopup continues. The Siamese fire is spreading slowly to the south and continues to be active in unburned islands within the interior. Activity has been minimal on the Nemote, Trio and Jacks fires. CLEAR CREEK DIVIDE COMPLEX, Flathead Agency, BIA. A Type I Incident Management Team (Orich) is assigned. This complex, 60 miles northwest of Missoula, consists of the Clear Creek, Vanderburg, Siegel, Seepay and Magpie Creek fires. Crews are maintaining fireline west of Magpie Creek and securing fireline along the south side of the Vanderburg fire. The fireline constructed by dozers on the Upper Sepay fire is holding. RYAN GULCH, Southwestern Land Office, Montana Department of Natural Resources and Conservation. A Type II Incident Management Team (Hoff) is assigned. This fire is 15 miles east of Clinton, MT. Only a few smokes have been located during the mopup operation. Rehabilitation efforts are nearly completed. Helicopters are assisting the Alder fire with bucket drops. MONTURE/SPREAD RIDGE, Lolo National Forest. A Type I Incident Management Team (Wands) is assigned. The fires are 15 miles east of Seeley Lake, MT. Fire growth has been minimal. The northern and northeast portions of the Crimson, Monture and Spread fires continue to grow. Crews are holding the southern edge of the Spread fire and constructing fireline on the western flank of the Monture fire. CROOKED, Clearwater National Forest. A Type II Incident Management Team (Anderson) is assigned. The fire is 50 miles southwest of Missoula, MT, near Lolo Pass. Some scattered torching has been reported in the interior of the fire, but otherwise minimal activity is occurring. A burnout operation and construction of fireline on the southeast flank have been completed. MAUDLOW/TOSTON, Central Land Office, Montana Department of Natural Resources and Conservation. Two Type II Incident Management Teams (Joki and Greene) are assigned. These fires are 25 miles northeast of Belgrade, MT. Overall fire behavior has been moderate, with isolated interior hot spots requiring helicopter bucket work to support ground resources. Montana Governor Racicot and General Pendergast of the Montana National Guard visited the fire camp yesterday. MIDDLE FORK COMPLEX, Beaverhead-Deerlodge National Forest. A Type I Incident Management Team (Hart) is assigned. The complex consists of the Falls Creek, Cougar Creek, Coyote Springs, Medicine Lake, Skalkaho Pass, Lick Creek and Cooper Creek fires, 30 miles southwest of Philipsburg, MT. The dozers have finished constructing an indirect fireline along Emerine Ridge. Crews have initiated a burnout operation in one division of the Coyote Fire. Short crown runs have been observed on the Skalkaho Pass fire. MUSSIGBROD COMPLEX, Beaverhead-Deerlodge National Forest. A Type I Incident Management Team (Humphrey) is assigned. These fires are 12 miles northwest of Wisdom, MT. The complex includes the Mussigbrod and Maynard fires which have now burned together. Active fire behavior including numerous crown runs has been noted. The fire remains south of Clam Creek Valley. STONE YOUNG, Kootenai National Forest. A Type I Incident Management Team (Kearney) is assigned. The complex is 65 miles northeast of Libby, MT. No major spots have been located outside of firelines. Heavy mopup and strengthening of firelines continues. Sawyer crews are clearing snags for safety reasons, as well as for future burnout operations. The evacuation notice for the Pinkham Creek area has been lifted. KOOTENAI COMPLEX, Kootenai National Forest. A Type I Incident Management Team (Longpre) is assigned. These fires are 20 miles northwest of Libby, MT. Fire behavior has been quiet due to overcast skies, cooler temperatures and higher relative humidities. Mopup and patrol continue. TROY SOUTH, Kootenai National Forest. A Type II Incident Management Team (Gauger) is assigned. The Army's 1st Battalion 321st Artillery from Ft. Bragg, NC, commanded by LTC Mathis, is assigned. This complex of fires is near Troy, MT. Single tree torching has provided minimal potential for short range spotting and fire growth during the late afternoon. Backing fires are spreading at the rate of one chain per hour. Crews are anchoring and constructing fireline on the flanks of the Pulpit fire, along the west flank of the Taylor Peak fire and on the north side of the Grambauer fire. CHIPMUNK, Flathead National Forest. The fire is burning in spruce, subalpine fir and brush 45 miles southeast of Kalispell, MT. The fire continues to move toward the east. Increased activity has been observed on the south perimeter with concern for possible spotting into Bunker Creek. The northeast flank of the fire is being monitored for rate of spread. GREEN MOUNTAIN, Kootenai National Forest. These fires are seven miles northwest of Trout Creek, MT. The complex includes the Green Mountain, McNeeley, Basin Creek and Engle fires. No new information was received. BURNT FLATS, Clearwater area, Idaho State Department of Lands. A Type I Incident Management Teams (Stovall) are assigned. The fire is three miles from Whitebird, ID. Fireline in Fish Creek has been completed, and a burnout operation in one division has been successful. The majority of fireline construction has been completed in the White Bird Creek drainage. A rehabilitation plan is in place. THREE BEARS, Nez Perce National Forest. A Type II Incident Management Team (Stump) is assigned. This fire is on both sides of the Salmon River, 29 miles from Elk City, ID. Site protection measures are complete at Lantz Bar. Protection of Campbells Ferry and the Jim Moore Place are underway. The fire has been given responsibility for structure protection along the Salmon River Canyon from Whitewater to east of Mackay Bar. WOLF CREEK, Helena National Forest. This fire is half a mile from the town of Wolf Creek, MT. It was ignited by a flat tire on a vehicle. The fire is burning in a steep canyon. A wind shift is pushing the fire toward town, threatening structures. SUGARLOAF, Gallatin National Forest. The fire is 13 miles northeast of Wilsall, MT. Crews have been demobilized and the fire is being monitored by personnel from the U.S. Forest Service. CYCLONE RIDGE, Flathead National Forest. This fire is 35 miles north of Kalispell, MT. Some areas of significant heat were found in the morning, but cloud cover in the afternoon has cooled the fire considerably. SPRUCE COMPLEX, Yellowstone National Park. This is a complex of 11 fires in Yellowstone National Park. The complex consists of the Plateau, Moose, Unlucky, Boundary and several smaller fires. A slight increase in fire activity has been noted. Crews on the Boundary fire are taking action to prevent fire spread to the south. Firefighters have been staged at a cabin on the Plateau fire to perform structure protection. JUDITH COMPLEX, Lewis and Clark National Forest. This complex consists of the Studhorse, Lost Fork and High Springs fires, which are 25 miles southwest of Stanford, MT. Lower relative humidities have caused fire activity to increase. BLACKTAIL COMPLEX, Theodore Roosevelt National Park. This complex of four fires is 20 miles north of Medora, ND. Crews, engines and helicopters are making good progress toward containment, aided by a decrease in winds, lower temperatures and higher humidities. Hose lays are completed on the north and west sides. All firelines have held through the burning period. PEASE, Crow Agency, BIA. This fire is five miles east of Billings. Higher relative humidities assisted crews in successfully completing a burnout operation. No spotting problems have been observed. SHEEP LIGHTNING 3, Idaho Panhandle National Forest. This fire is 18 miles northeast of Sandpoint, ID. It was ignited on 8/10 by lightning. The fuels involved are subalpine fir, Engleman spruce, brush and grass. Crews are laying hose, suppressing hot spots and constructing fireline on the north sides of the fire. Cooler temperatures and higher relative humidities are helping to moderate fire activity, but slow spread to the north continues. SHARON, Glacier National Park. This fire is near North Fork in Glacier National Park, MT. Fire activity has been low. Structure protection measures have been taken on three backcountry cabin sites. The National Park Service is monitoring the fire on daily aerial observation flights. POACHER, Clearwater National Forest. This fire was ignited by lightning on 8/19. It is being monitored by U.S. Forest Service personnel. LIGHTNING MOUNTAIN 17, Idaho Panhandle National Forest. This fire is 18 miles northeast of Sandpoint, ID. Fuels are subalpine fir, Engleman spruce, brush and grass. The fire continues to exhibit low rates of spread to the southwest and northeast. The fire is being monitored by U.S. Forest Service personnel. COPPER, Clearwater National Forest. This fire is 40 miles northeast of Pierce, ID. The fire is being monitored by U.S. Forest Service personnel. PORPHYRY, Clearwater National Forest. This fire is 18 miles southeast of Powell, ID. The fire has burned around Two Mile Lake. It is actively moving to the northeast toward Two Mile Creek. U.S. Forest Service personnel are monitoring the fire. HELEN CREEK, Flathead National Forest. This fire is 22 miles south of Spotted Bear, MT. The fire is being monitored by U.S. Forest Service personnel. HIDDEN CREEK, Clearwater National Forest. The fire is 12 miles southeast of Powell, ID. The fire has been burning actively on all flanks. Movement is toward Big Sand Creek. LONG RIDGE, Nez Perce National Forest. This fire is in the Selway- Bitterroot Wilderness, 14 miles southwest of the Moose Creek Ranger Station. The fire is being monitored by reconnaissance flights and by the Gardiner Lookout. MINARET PEAK, Flathead National Forest. The fire is near the Spotted Bear Ranger Station in the Bob Marshall Wilderness. U.S. Forest Service personnel are monitoring the fire's activity. EAST THUNDER 14, Idaho Panhandle National Forest. This fire is 23 miles east of Sandpoint, ID. Fuels are subalpine fir, spruce, brush and grass. Forest Service personnel are monitoring the fire. The fire is within a quarter mile of leaving the boundary of a proposed wilderness area. Strategies are being prepared for suppression if the fire leaves the proposed wilderness area. PARKE PEAK, Glacier National Park. The fire has been burning since 7/23 in the northwest corner of the park. Fire activity is low to moderate with no substantial increase in perimeter. Occasional spotting is occurring along Kintla Creek and open flames are visible near the glacier. FROG LAKE, Clearwater National Forest. The fire is 16 miles southeast of Powell, ID. The fire is being monitored by U.S. Forest Service personnel. No smokes have been visible for several days. ELIZABETH, Clearwater National Forest. The fire is 33 miles northeast of Pierce, ID. The fire is being monitored by U.S. Forest Service personnel. SNOW CREEK, Clearwater National Forest. The fire is 30 miles northeast of Pierce, ID. U.S. Forest Service personnel are monitoring the fire. ALDER CREEK, Lolo National Forest. This fire is 31 miles southeast of Missoula, MT. This fire will be managed along with the Ryan Gulch fire beginning today. CRIMSON PEAK, Flathead National Forest. This fire is located in the Bob Marshall Wilderness. The fire is backing into Young's Creek and Marshall Creek drainages. TRAIL CREEK, Boise National Forest. A Type II Incident Management Team (Shell) is assigned. This fire is near the community of Atlanta, ID. Structure protection and safety remain the primary concerns. The fire is most active on the west flank. It continues to burn islands of fuel within the perimeters. CLEAR CREEK, Salmon-Challis National Forest. A Type I Incident Management Team (Hutchison) is assigned. The fire is ten miles west of Salmon, ID. The 3rd Battalion 5th Marines from Camp Pendleton, California, commanded by Col. Callihan, is assigned. Heavy smoke in the area is hampering air operations. MARLIN SPRINGS, Salmon-Challis National Forest. A Type I Incident Management Team (Hefner) is assigned. This fire is burning along the ridge between Montana and Idaho, 40 miles northwest of Salmon, ID. This complex consists of the Marlin Springs, Full Circle and Sister fires. TETON COMPLEX, Grand Teton National Park, NPS. A Type II Incident Management Team (Murphy) is assigned. This complex is north of Jackson, WY. It consists of the Wilcox, Moran, Hechtman, Glade and Enos fires. Structure protection remains in place. Containment problems for the fires in this complex include high winds, low relative humidity and heavy fuels. NICK, Payette National Forest. A Type II Incident Management Team (Saleen) is assigned. This fire is burning in subalpine fir 12 miles east of McCall, ID. Structure protection continues to be a major concern with evacuation plans in place. BLIND TRAIL COMPLEX, Bridger-Teton National Forest. A Type II Incident Management Team (Williams) is assigned. This complex consists of the Blind and Boulder fires. The fires are 26 miles southeast of Jackson, WY. The Blind fire is in mopup and patrol status. Steep and rocky terrain is hampering containment efforts. FONTENELLE, Bridger-Teton National Forest. A Type II Incident Management Team (Mesenbrink) is assigned. This lightning-caused fire is 20 miles north of Kemmerer, WY. Current threats are two ranches and 150 to 200 summer homes. Containment continues to be hampered by limited access, steep slopes and high winds. The decrease in acreage is due to more accurate GPS mapping. BURGDORF JUNCTION, Payette National Forest. A Type I Incident Management Team (Dague) is assigned. The fire is 23 miles north of McCall, ID. Increased fire activity was observed when the inversion lifted. Uninhabited old mining buildings were destroyed yesterday. HARMON CREEK, Dixie National Forest. This fire is located 25 miles north of St. George, UT. The fire received measurable precipitation yesterday. MORSE, Salmon-Challis National Forest. The fire is burning in grass, sagebrush and douglas fir five miles east of May, ID. Minimal fire activity has been observed despite warm temperatures and windy conditions. Structure protection remains in place. SIDDOWAY, Targhee National Forest. This fire is burning in moderate to heavy timber 14 miles east of Swan Valley. Torching and spotting along with limited access continue to cause containment problems. HALF MOON COMPLEX, Bridger-Teton National Forest. This complex, consisting of the Half Moon and the Triangle Lake fires, is near Pinedale, WY. The Half Moon fire has been declared controlled. The Triangle fire is 50 percent contained. INDIAN/PROSPECT, Payette National Forest. A Type II Incident Management Team (Saleen) is assigned. The fire is 33 miles east of McCall, ID. The fire remains very active east of Monumental Summit. One habitable cabin in the Fern Creek drainage has been destroyed. Fire behavior remains very active with continued short range spotting. Structure protection remains the top priority. Crews are making progress constructing fireline on the west perimeter of the Deep Creek fire, the west and north perimeters of the Jim Creek fire and along the south perimeter of the Thorn fire. Crowning, torching, spotting and running fire behavior have been observed well into the evening hours. CARROL CREEK, Wallowa-Whitman National Forest. An Oregon Department of Forestry Incident Management Team (Gilpin) is assigned. The fire is ten miles east of Wallowa Lake, OR. A burnout operation is underway. Some interior unburned fuels still exist. Helicopter bucket drops are helping to minimize torching and spotting. Oregon National Guard personnel are assisting with fireline construction. HASH ROCK, Ochoco National Forest. A Type II Incident Management Team (Jackson) is assigned. This fire is 18 miles northeast of Prineville, OR. The fire remains active, burning upslope in the Cougar Rock area. A threat to private lands remains on the east side of the fire. Other threatened resources include the Mt. Bachelor Academy, other structures and endangered species habitat. Highway 26 may be closed due to smoke. Lack of access and adverse fire behavior are impeding containment efforts. MEADOW, Umatilla National Forest. A Type II Incident Management Team (Jennings) is assigned. This fire is 20 miles southeast of Ukiah, OR. Fuels are subalpine fir and lodgepole pine. Torching and spotting fire behavior have been reported. Some mopup operations have been initiated. FLAT CREEK, Wenachee National Forest. This fire is 70 miles south of Chelan, WA, in the Glacier Peak Wilderness. The fire is being monitored by U.S. Forest Service personnel. No new information was received. Monsoonal moisture will bring thunderstorms to the higher elevations in the Sierra Nevada, across central Nevada, Utah, Wyoming, and southward. Winds will generally be west to northwest at 10 to 20 mph in the northwest United States. In the rest of the area, winds will be upslope or southwest at 15 mph or less. Temperatures will be in the 70's to mid 80's in the mountains, mid 80's to 90's in the lower elevations and 100 to 110 in the hottest deserts.
